Remember that the absolute value sign is a negative sign eraser, so we have:

#{(|-10|=10),(|10|=10):}#

The absolute value is how far away a number is form zero
|10| and |-10|
so 10 is 10 values away from zero
and -10 is 10 values away from zero
so:
#|10|= 10#
#|-10|=10#
