Are there limitations to Newton's third law? Why?

As far as we know, there are no limitations to the Newton's third law.
Each and every force comes with an equal and opposite force acting somewhere in the universe.
Explanation:
This is an exact law of nature.
Every force arises out of interactions between two systems and every interaction results in equal and opposite forces.
A particular troublesome case is the case of an electromagnetic field.
It might appear as if Newton's third law is not satisfied.
In such a case, the energies and momentum carried by the field should be taken in account and thus, such paradoxes can be resolved within the new Newtonian framework.
