Mars is neither moving closer or moving further from the Sun. It's not possible right now because of Mars' orbital velocity or speed it orbits around the Sun.
Explanation:
Life could develop on Mars if it grew closer (which is definitely not possible) because it would thaw out the frozen water and there could be oceans of it.
