Vertex is $(4, -5)$

The graph of $y=x^2-8x+11$
by completing the square
$y=x^2-8x+16-16+11$
$y=(x-4)^2-5$
$y+5=(x-4)^2$

The vertex form
$(x-h)^2=4p(y-k)$

$(x-4)^2=y--5$

By inspection you will notice the vertex at $(h, k)=(4-5)$

And the axis of symmetry is a vertical line $x=4$
