Italians do not use an "upside down question mark at the beginning of a sentence".
Explanation:
Most of the punctuation in Italian is just like punctuation in English. When forming a question in Italian one simply places a question mark at the end of the sentence, for example:
Scusi, parla inglese?
Which means:
Excuse me, do you speak English?
