Does the expansion of the universe affect time?

According to Hubble's Inflation Theory, as the universe expands, time should expand too. But due to Einstein's theory of relativity,time is different for a relative observer who is in motion. Thus according to relativity, we can say that time is affected with the expansion of the universe.
