The solubility of the substance will depend on how strong the intermolecular forces are between the molecules of the substance.
But the conditions of the system you are dissolving in can also affect solubility.

If there is a common ion, solubility will decrease because of Le Châtelier's principle.

As the temperature of the system is increased, solubility will increase because the water molecules will collide harder and more often with the solute.

If a gas is being dissolved into a liquid, pressure will affect solubility. As pressure is increased, more or less gas will dissolve in order to create a decrease in its partial pressure.
