A: 31.2×102=3120

B: 3120×102=31.2

C: 0.312×103=312

D 3.012×103=3012

These values were rearranged like this because the exponent tells me so. With a positive exponent, you can "move" the decimal to the right an x amount of value places.

A negative exponent is the same but to the left.

Now if we were to order them in ascending order (smallest to greatest): B,C,D,A.
