7 scarves can be made out of 514 yards of silk.

Explanation:

Convert both fractions into decimals for ease:

514=5.25
34=0.75

Divide how much silk you have by how much you need per scarf:

(P.S. - You could also solve this using fractions and using the KFC method (Keep Flip Change) to divide fractions. But I personally like decimals more.
