'divided by 100'.

(part)/(all)=(part)/(all)

so (part cost)/(whole cost)=(part percent)/whole percent) and a 'whole percent' is 100%.

($350)/($1750)=(part %)/(100%)

(part %)=($350)/($1750)*(100%)

(part %)=20%

Notice how the dollar signs cancel and the only unit left is percent.
