#CH_3CH(CH_3)CH_2C-=CCH_2CH(CH_3)CH_3#

The tertiary carbons are #C_2# and #C_7#.

Regarding the rotation.
Rotation is allowed around all bonds except for the triple bond between #C_4-=C_5# it is restricted.
