Recall.... A decimal is a way of showing fractions which have their denominators as powers of 10.

The 1st decimal place shows "tenths" ie $1/10$

The 2nd decimal place shows "hundredths" ie $1/100$

The 3rd decimal place shows "thousandths" ie $1/1000$

In this case we have 1.4.

This means $1 4/10$ , which can simplify to $1 2/5$

But we could also have seen the entire number as being in tenths..

$1.4 = 14/10 = 7/5 = 1 2/5$

The answer is the same. You can choose which format you prefer for the answer.
