I would say that more people will be frightened the first time and could grow to become irritated over time.
Explanation:
At first, if unexpected, I can see why people might be frightened. However, I can't imagine it being frightening after you are aware of it.
It is also unlikely to be irritating the first time, as you only have one example of it, however could grow more irritating as time goes on.
Therefore I would say that more people will be frightened the first time and could grow to become irritated over time.
