We assume that we deal with a 2% "weight"/"volume" solution......

That is 2*g of "sodium hydroxide" are dissolved in a 100*mL volume of water........

"Concentration"="Moles of solute"/"Volume of solution"

=((2.0*g)/(39.99*g*mol^-1))/(100*mLxx10^-3*L*mL^-1)=0.500*mol*L^-1

Please note my assumption.......in questions of this kind normally the density of the solution would also be quoted.
