No. They are both literary devices, but the ideas are quite different.

Pathetic fallacy is a literary device which shows emotions of characters by the description of environment, weather etc.

For example in "Wuttering Heights" by Emily Bronte the title is an example of pathetic fallacy because it describes not only weather but also but also the residents of this place.

Personification is a literary device which gives human activities or features to abstract ideas or non human creatures.

Example:

The wind whispered in the trees.

In this sentence a natural phenomenon (wind) is said to perform an action normally done only by people (whisper or more generally speak).
