They are not like terms.

No, they are unlike terms. Although they both have $x and y$ variables, there are different numbers of $x and y$

$x^2y^3 = x xx x" "yxxyxxy$
$x^3y^2= x xx x xx x xxy xx y$

You could add $" "4x^2y^3 +7x^2y^3 = 11x^2y^3$

But not $3x^2y^3 + 5x^3y^2$

You can only add or subtract like terms and you end up with the same term,
