Yes, black holes have a lifecycle.
Explanation:
Stellar black holes are created when the core of a large star collapses under gravity. If the core is more than a few solar masses then it collapses into a black hole.
Black holes can consume material to become bigger. However Stephen Hawking proposed a mechanism called Hawking radiation. This is when in space virtual particle antiparticle pairs come into existence and almost immediately annihilate each other. If one of the pair falls into the black hole and the other doesn't, the black hole loses mass. Ultimately Hawking radiation will cause a black hole to evaporate.
