How can I construct an electromagnetic brake, whereby the energization of an electromagnet coil would produce mechanical "drag" on a rotating shaft without the need for contact between the shaft and a brake pad?

This is exactly the way a generator works. Simply output the electrical power from the generator into some resistor. Many electric motors will act as generators when rotated by a mechanical force. Switching the load resistor will turn the brake on or off.
