Reducing the need of using cars, by means of an efficient and reliable public transportation system, you could reduce emissions.
Explanation:
In most cities cars not only produce incredible traffic jams but are the source of pollution by emitting dangerous gasses.
Introducing a good public transportation system could reduce the number of cars circulating and also allow to control more reliably the emissions (and possibly reduce them by introducing efficient engines and/or electric propulsion) of the circulating busses, trains, cabs, etc.
