$(-13x^6-19x^4+7x^2+4x) + (13x^7+16)$

$= -13x^6-19x^4+7x^2+4x + 13x^7+16$

As there are no Like Terms in the above expression, we cannot simplify it further.

But it is a good practice to the write the expression in descending order of the power of its variables
