$2.52 xx 10^-5$

Consider $(12 xx x^3)/(8xx x^8)$

simplify the numbers $rarr 3/2 xx x^-5 larr$ subtract the indices

Do exactly the same with $(6.3xx10^3)/(2.5 xx10^8)$

simplify the numbers $rarr 2.52 xx 10^-5 larr$ subtract the indices.

Note: usually we would not leave an answer with a negative indexm but as we are dealing with scientific notation, in this case we do.
