$m = (b/2)^2 = (6/2)^2 = 9$

$f(x) = 1(x^2 + 6x + 9 - 9) - 3$

$f(x) = 1(x + 3)^2 - 9 - 3$

$f(x) = (x + 3)^2 - 12$
