The $-4$ means you have to move the decimal point $4$ to the left.

So we first add 4 zeroes in the front:
$=00002.14*10^(-4)$ which is no real change.

Then we move the decimal point 4 to the left:
$=0.000214$

You can also memorise that there will be 4 zeroes in front of the original number, one of which be in front of the decimal point.
