The -4 means you have to move the decimal point 4 to the left.

Explanation:

So we first add 4 zeroes in the front:
=00002.14*10^(-4) which is no real change.

Then we move the decimal point 4 to the left:
=0.000214

You can also memorise that there will be 4 zeroes in front of the original number, one of which be in front of the decimal point.
