We wouldn't use the power rule for this function.

We would, however, use the rule of multiplication by constant.

In general:

$d/dx(cf)=c*d/dxf$

Also, keep in mind that:

$d/dx(c)=0$

Similarly, your function in these terms would look like:

$f(x)=c_1f-c_2$

Where:

$c_1=1/2$ and $c_2=1/3$

$:. d/dx(1/2x-1/3)=1/2*1-0$

$=1/2$
