I don't know why there are double braces in the expression, because they are not necessary.

$y = 2/5x - 4/5$

This is just a linear function, so its domain and range are all of $RR$

Domain $-> {x in RR}$

Range $-> { y in RR}$

All continuous linear functions have domain and range $RR$ unless the gradient is $0$ or undefined .i.e. perpendicular to the $x$ axis.
