Domain: RR (all Real numbers)
Range: RR (all Real numbers)

Explanation:

y=3x+1 is defined for all Real values of x; therefore the Domain is all Real values.

Re-arranging as (y-1)/3=x, we can see that this is also defined for all Real values of y; therefore the Range is all Real values.

(Note that in actual fact, the Domain and Range cover all Complex values too).
