The domain is x in (-oo;-4; uu (-4;+oo)

The domain of a function is a largest subset of RR, for which function has a defined value. In this example only restriction to the domain is that x+4 !=0 because zero cannot be the denominator of a fraction, so x!=-4 => x in (-oo;-4)uu(-4;+oo)
