There can be no graph for this "equation" because it has no valid solutions.

Explanation:

Since the absolute value of anything $\geq 0$ $>=0$
$| 3 y - 2 | \geq 0$ $abs(3y-2) >=0$

$\to 6 - | 3 y - 2 | \leq 6$ $rarr 6-abs(3y-2) <=6$

Therefore
$XXX 6 - | 3 y - 2 |$ $color(White)("XXX")6-abs(3y-2)$ can not be equal to $10$ $10$

I suppose for a graph, you could draw the X and Y axis and not put anything on the Cartesian Plane they define (or draw a number line for $y$ $y$ with no points selected on it).
