How do you graph the inequality -y<2?

Draw the horizontal line for -y =2 (that is y=-2) on a graph.

It might be useful to note -y<2 is equivalent to y>-2

Shade the area above this line as the collection of points represented by -y<2

(I've used a different color than that used for the y=-2 to shade the area as a way of indicating that the points on the line are not part of the solution. Different teachers/institutions have different standards for this (some use dashed lines; some put small hollow circles on the line; find out what your local standard is).
