Bring everything to left hand side:

$8x^2 - 24x = 0$

Factor $8x$ :

$8x(x-3)=0$

A multiplication equals zero if and only if at least one of the factors equals zero: so it must be either

$8x = 0 \iff x = 0$

or

$x-3 = 0 \iff x=3$
