Explanation:

Take the decimal point and move it to the right until you pass the first non-zero digit (in this case number 1) stop there and get rid of the zeros.
Count the movements of the point and use this value as NEGATIVE power of 10 that you'll use as a multiplicator.
You get:
1.89 and 4 movements of the point.
so you get: 1.89xx10^-4

Remember if you move the point to the right the exponent of 10 will be negative (as in this case). If you move it to the left it will be positive.
Ex. 1,890,000=1.89xx10^6
