This is a strange, mixed-up way to write a number.

$0.0062*10^2=0.62=6.2*10^-1$

Or:
$0.0062*10^2=6.2*10^-3*10^2=6.2*10^(-3+2)=6.2*10^-1$

Both give the same answer of course.
