Explanation:

With scientific notation (or standard form), we always lay it out with a 1 digit number between 1 and 10 (including 1 but not 10).
Or rather 1<= n < 10

Then, we multiply it by a 10 to the power of something until it is big or small enough.

0.75 thousand is 750 which would then be changed to 7.5 and multiplied by 100 to get it to 750.
100 is just 10^2, so we write 7.5 xx 10^2.
