(16/25)^(3/2) = +- (sqrt(16)/sqrt(25))^3

Explanation:

b^(1/2) = sqrt(b)color(white)("XXX") and color(white)("XXX")b^(3/2) = (b^(1/2))^3

Note
color(white)("XXX")(+-sqrt(16)/sqrt(25))^3 could be simplified as +-(4^3)/(5^3) = +- 64/125

but then it would no longer be in "radical form"
