The way that I think of it is, is that the power is −4. Therefore, you need one fewer zeros than that power before your actual number... sorry this isn't making any sense! I'll give examples:
4⋅10−3→ the power is a 3, so you need 2 zeros before your number =0.004
1.7⋅10−5→ the power is a 5, so you need 4 zeros before your number =0.000017
8.16⋅10−11→ the power is an 11, so you need 10 zeros before your number =0.0000000000816
