The way that I think of it is, is that the power is 4. Therefore, you need one fewer zeros than that power before your actual number... sorry this isn't making any sense! I'll give examples:

4103 the power is a 3, so you need 2 zeros before your number =0.004

1.7105 the power is a 5, so you need 4 zeros before your number =0.000017

8.161011 the power is an 11, so you need 10 zeros before your number =0.0000000000816
