3x+5y = -17
can be written in slope-intercept form as
y = -3/5x -71
which has a slope of -3/5

Any line perpendicular to this will have a slope 5/3

A line going through (-2,-5) with a slope of 5/3
is given by
y+5 = 5/3(x+2)

y= (5x)/3 + 10/3 -5

y = (5x-5)/3 = 5/3(x-1)
or
f(x) = 5/3(x-1)
