I am having problems writing a comment for clarification about a question before it is answered. I know it can be done. The comment box disappears almost immediately when I click on a question. How can I write a comment before a question is answered?

I don't know about Google Chrome but this is normal and (with other browsers) if you click [Cancel] under the "Answer" window, the "Answer window disappears and you can access the "Comment" window.
