$V = 3b + 2b^2$

So when $b=-4$ we have;

$V = 3(-4) + 2(-4)^2$
$:. V = -12 + 2(-4)(-4)$
$:. V = -12 + 2(16)$
$:. V = -12 + 32$
$:. V = 20$
