Explanation:

For both ions the negative charge is delocalized. The oxidation state of nitrogen in nitrite ion is #+III#; the oxidation state of nitrogen in nitrate is #+V#.

Nitrate ion is in fact a potent oxidant, but this potential is often masked in aqueous solution.
