The domain is $R-{3}$ and for the range we have

$y=(2-x)/(3+x)=>y(3+x)=2-x=>3y+yx=2-x=> x(y+1)=2-3y=>x=(2-3y)/(y+1)$

Hence the range is $R-{-1}$ .
