The domain is $R$ $R$ and the range is

$y = - 2^{x} + 3 \Rightarrow 2^{x} = 3 - y \Rightarrow 3 - y > 0 \Rightarrow 3 > y$ $y=-2^x+3=>2^x=3-y=>3-y>0=>3>y$
