the equation of a line passing through 2 points $(x_{1}, y_{1}), (x_{2}, y_{2})$ $(x_1,y_1),(x_2,y_2)$ is given as:

$y - y_{1} = m (x - x_{1})$ $y-y_1=m(x-x_1)$

$and m = \frac{y_{2} - y_{1}}{x_{2} - x_{1}}$ $and m=(y_2-y_1)/(x_2-x_1)$ called the slope of the line

therefore putting the given points in the above equation we end up getting:
$m = \frac{3 - 13}{- 1 - 5} = \frac{5}{3}$ $m=(3-13)/(-1-5)=5/3$

$y - 13 = (\frac{5}{3}) x - 5$ $y-13=(5/3)x-5$

$5 x - 3 y + 14 = 0$ $5x-3y+14=0$
