It all depends in the direction of the car compared to the person running. Because velocity is a vector quantity (meaning it needs direction)
If both the car and the person run in the same direction then the person is running at 25 kmph relative to the ground because it is the summation of the car and person's speed.
However if the car is going in the opposite direction then the person is technically running at a speed of -5 kmph relative to the ground.
The negative sign basically indicates in which direction the person is running. Which is the direction aspect of velocity because as I said earlier velocity is a vector quantity.
