It's controversial.
The molecules can be in any orientation for the reaction to occur but how fast the reaction occurs depends on the kinetic energy of the molecules, the orientation of the molecules and the concentration of the molecules.
So thus if the molecules aren't in the correct orientation it will just take longer for the reaction to be driven to completion.
So to answer your question it is true, but will take longer than if they were in the correct orientation to start with.
