What does it mean if you have visible veins all over both sides of your hips?

In an elderly woman who was exposed to some physical stress such as standing for a while (e.g. a job of a shop assistant) then I would say that it is varicose veins. However in a young patient, I would say that he/she is skinny, but to be sure that there is nothing wrong I would run a couple of laboratory tests.
