Why do waves at sea rarely break?

Waves at sea hardly break because there is no solid floor to collide with.

To answer this question you have to first know why waves break in the first place. Waves break when moving water interacts with itself and the floor. A wave will "break" when the water is interfered with by a significant force, i.e the ground, other water, or a ship. This is why waves at sea don't break.
