If deserts and tundras receive similar amounts of rainfall, why are these two biomes so different?

Tundra is present towards polar region where ground is frozen (permafrost). Though there are cold deserts in the world, desert biome is located in tropical and temperate regions.
Explanation:
In the following diagram, yellow parts of earth may have deserts. Temperature in desert is generally very high in summer, cold in winter.
Flora and fauna of tundra differ widely from that of desert. Moreover Tundra is so cold that vegetation appears only for few months in arctic Tundra.
