The answer to the first question is too elaborate to answer. MANY things may affect the rate of meiosis. Some people may have problems over all and may be unable to divide, others may have a faulty system where the body never tells the sex cells to divide...etc. They are caused by many things as well including, birth defects, bad habits including, smoking, drinking, etc.
