You have to plot -7 as a point on the y-axis. Then you go up three and over one for your slope in order to draw your line:

#2x+3y=12#

This can be rewritten as #y=4+2/3x#. Then you plot 4 as a point on the y-axis and go up 4 and over 1 as well.
