Because the Thermal Radiation of Sun will not Penetrate that deep, that is due to Lack of Thermal Radiation.

But if you observe you could say that it is a contradiction of Gay-Lussac's law because according to his law,
'increase in pressure results in increase in temperature'
- Then you would ask why the bottom of the ocean is cold?
This really is not a contradiction to his law because the pressure down there is not sufficient to compress the water and change the Intra-molecular forces inside the water molecules.
